Annex 1: Construction Scheme of National New Material Production and Application Demonstration Platform
In order to comprehensively improve the production, application and promotion level of the new material industry, this plan is hereby formulated in accordance with the overall deployment of the National New Material Industry Development Leading Group (hereinafter referred to as the Leading Group) and the Report of the Ministry of Industry and Information Technology and the Ministry of Finance on the Construction of Key Platforms for the New Material Industry agreed by the State Council.
1、 Necessity and urgency
The new material industry is a strategic and basic industry, as well as a key area of high-tech competition, which concerns the long-term and overall situation. After years of efforts, the development of China's new material industry has made great progress, but it is still in the cultivation and development stage. Compared with the world's advanced level, there is still a big gap, especially the problem that production and application are disconnected from each other, and the guarantee in key areas is insufficient. From development, industrialization to application, new materials need to be jointly tackled and iterated by upstream and downstream. Enterprises apply new materials and constantly feed back problems. Production enterprises constantly improve and improve processes, and finally achieve collaborative development. The establishment of a national new material production and application demonstration platform in key areas aims to build a new mechanism, new system and new system for effective collaboration between upstream and downstream, fill the gap in the connection between production and application, shorten the development and application cycle, achieve synchronous design and system verification of new materials and end products, and promote enterprises to complete the key and breathtaking "leap" from research and development to application, It will provide strong support for national economic and social development and the construction of national defense science, technology and industry.
2、 General requirements
(1) General idea

(1) Construction tasks
1. New material application evaluation facilities. Focusing on new material application technology innovation and service evaluation, further improve the application verification device, application environment simulation device, material service performance testing instrument, full-size assessment device and other related hardware facilities to support material application simulation, performance evaluation, risk analysis and technology demonstration.
2. New material application demonstration line. Facing the application needs of new materials, improve the construction of application demonstration lines, special equipment, engineering application facilities, etc., focus on breaking through the quality control of new materials, batch stable production, low cost process application, improve the independent support capacity of special production equipment, and play the role of application demonstration.
3. New material production and application information database. Strengthen the information sharing and data accumulation of production and application technical parameters, build a new material production and application database, provide support for new material performance analysis, application evaluation, fault diagnosis, etc., and establish a scientific evaluation system. Regularly study and formulate technical roadmap in key areas, and propose new material requirements guidelines.
4. Public service system for production and application of new materials. In principle, the formation mode of the national new material production and application demonstration platform is determined by the member units participating in the creation through consultation, and can take the form of enterprise legal person, consortium, etc. Establish a scientific decision-making mechanism, set up expert committees, supervision committees, etc., to achieve clear responsibilities and rights, and scientific management. The sub platform of member units can be established to absorb new technologies, new models and new applications of each unit, and establish a close upstream and downstream cooperation mechanism. For those formed in the form of a consortium, the member units need to sign a contract and agree on the above related matters. After the establishment of the platform, it will operate in accordance with the market, make independent decisions and be responsible for its own profits and losses. The construction and operation funds are mainly financed by the member units themselves, technology transfer, external services, industrial operation income and other channels. Strengthen the promotion of production application and actively publicize the achievements of the platform through various forms.
4、 Safeguards
(1) We will strengthen overall planning, coordination, organization and leadership. Under the leadership of the leading group, strengthen the top-level design, strengthen the coordination of various departments and local organizations, integrate resources, form a joint force, and promote the construction of the national new material production and application demonstration platform. The National New Material Industry Development Expert Advisory Committee provides advisory services for platform construction and operation.
(2) Establish diversified financing channels. Encourage the national new material production and application demonstration platform to attract social capital through equity, debt and other means. Members of the platform can make investment by means of shares as agreed. Research and support qualified platforms to finance by issuing corporate bonds and asset-backed securities.
(3) Increase financial funds and policy support. The central finance will provide financial support for eligible projects through the funds for industrial transformation and upgrading (Made in China 2025), focusing on supporting the demonstration of key application technologies of the national new material production and application demonstration platform, and the improvement of public service capabilities. Testing and evaluation run through the whole process of material R&D, production and application, and are the basis and key link for upgrading the material industry. There are many material testing and evaluation institutions in China, which basically meet the development needs of the material industry. However, material testing and evaluation institutions are generally small, some testing and evaluation methods are backward, high-performance testing instruments and equipment rely on imports, some high-end instruments and equipment are idle for a long time, high-level testing and evaluation talents are insufficient, and the market service ability is weak. The testing and evaluation institutions lack unified testing methods and standards for new materials, the accumulation of new material testing and evaluation data is insufficient, and they lack sharing, the application enterprises lack trust in the testing and evaluation results of new material manufacturers, and they lack collaboration and mutual recognition with international testing and evaluation institutions. With the rapid development of new material industry, it is urgent to establish a national new material testing and evaluation platform, build a new material testing and evaluation system, solve the bottlenecks and weaknesses of new material testing and evaluation, improve the testing and evaluation ability and level, and provide support for the rapid and healthy development of new material industry.
2、 General requirements
